Strategy

From your starting position, jump and blow a bubble at about half your total jump height. As it floats back towards you, jump over it and into the enclosure above -- you should be able to do this before the PulPuls start moving. Then it's a matter of quickly trapping all of the PulPuls and bursting the group for 64,000 points.
